Specific to this vacancy: The Council delivers a significant volume of electrical and lift works throughout the borough and seeks a suitably qualified Clerk of Works that will undertake quality control activity for Hackney’s 600 lifts across its housing estates. The role will be required to inspect lifts in relation to modernisation of its lift stock, lift repairs and servicing for hydraulic, traction, and MRL lifts as well as ensuring that certification is accurate. It is essential that you have experience working in the lift industry and have the technical knowledge and understanding to identify, analyse and determine high quality work, and, where regulations are not being adhered to, be able to provide suitable recommendations to solving lift problems. This would include writing reports on stock condition and in conjunction with maintenance and insurance surveyor’s reports. You will be working directly with the Contractors and on occasion may need to engage with residents and will therefore require good interpersonal skills and a range of competencies that will allow you to engage with and get best practice from the lift contractor. Setting and achieving high standards will be paramount. Knowledge CMS, anywhere, is desirable but not essential as training can be provided. The Lift COW is responsible for ensuring statutory and legal obligations associated with Lift Engineering maintenance and installation works contracts are delivered and communicated in a customer focussed manner, optimising available resources and minimising service disruption where possible. To represent the Head of PAM as an expert spokesperson on issues related to lift engineering services and associated works programmes. To carry out the relevant inspections, as agreed by the service and contract managers on a monthly basis or as and when required. The inspections will over both planned, repairs and servicing of lifts. To physically check the quantities of lift works against the AMP (Agreed maximum price) on valuations, and per SCA (Sectional Commencement Agreement) and sign off as correct. To work with the Electrical Service Manager on the financial control and monitoring of Housing revenue and Capital budgets allocated for lift maintenance and renewal/replacements To continually work with team members to ensure professional standards to ensure potency and external recognition and reputation of the Team. Maintaining external accreditation with professional lift engineering bodies. To be an active member in the development of the Electrical Team. As well as maintain service standards expected from Lift Engineering service companies. To work with the Electrical Service manager on the financial control and monitoring of Housing Revenue and Capital budgets allocated for lift maintenance, servicing, monitoring and renewal Be responsible for ensuring that required service quality standards are received from Lift engineering supply companies. To liaise and negotiate with interested parties e.g. stakeholders, developers, in order to secure resolution of potential conflicts and high quality, innovative outcomes that reflect Service objectives. To inform, advise and respond to residents and customers individually and through representation at Committees and other public forums. To contribute to the management and administration of contractors, ensuring that the quality of services provided, materials and installation of equipment are compliant with current legislation, standards and codes of practice. To be accountable to the Electrical Contract Manager for achieving agreed service outcomes and personal appraisal targets. To be an active project member on programmes of works from conception, through to implementation, monitoring and evaluation, undertaking the appropriate corrective management action(s) where applicable. To lead on reviewing the quality of service, taking statutory, legal, and procedural and policy issues into account, for the achievement of the Unit’s objectives. Qualifications: Must hold minimum of NVQ Level 3 or above or equivalent in Lift service, repairs and installation (equivalents are J5, J25 or J modules) along with at least 10 years’ experience working as an lift engineer and within the lift industry. Should as a minimum hold the Basic Lift Safety Qualifications EOR 202 Knowledge & Experience: Experience of and ability to plan, manage and monitor projects and programmes of work, including ability to act on own initiative and meet deadlines. Experience of and ability to successfully organise and prioritise the workload of the team. Knowledge of up to date issues regarding the legislative, policy and procedural frameworks within the lift industry, including an in-depth knowledge of the relevant service industry standards and regulations Experience of providing services to customers and being accountable for those services. Experience of providing technical reports and spreadsheets which can be used for planning, managing and monitoring programmes of work. Skills & Abilities: Ability to manage an extensive and demanding workload in order to meet performance targets. Ability to produce and present clear, concise and effective reports, both written and verbal. Ability to produce letters and memoranda, which are both customer friendly, accurate and concise. Ability to communicate effectively with service users e.g. presenting evidence or advice in a public forum within Hackney’s diverse community. Ability to use new technology to assist in improving service delivery and personal performance. Ability to work effectively within a multi-disciplinary framework and to acquire new skills and knowledge, with a commitment to learning. Able to understand and resolve technical issues relevant to mechanical engineering projects. ICT Skills: A working knowledge of IT systems relevant to the Service (e.g. word processing, spreadsheets, data bases). Other Requirements: Should be able to access machine rooms and climb ladders on a regular basis Willing and able to attend evening meetings.
