About The Job
Salary: £29,577 - £32,234 per annum
Working Pattern: 37 hours per week (full time)
Contract Length: Fixed Term Contract until 31 March 2022
Location: County Hall, Chichester

We are seeking an organised and proactive professional to join our Education and Skills Post-16 Support Team as an ESF (European Social Fund) Programme Officer. As an ESF Programme Officer, you will work closely with the ESF Think FUTURES Programme Partnership Board, providing reports on progress to Senior Officers, Central Government, partners, and stakeholders. You will interpret and share DWP (Department for Work and Pensions) guidance with Careers Advisors and other colleagues, building effective working relationships. Experience with social media platforms is desirable as you will lead on promotional material to promote the team. This role is crucial in establishing effective communication between all parties, where you will use your influencing and negotiating skills to challenge practices and take a specific course of action. We are looking for someone who is methodical in their approach with a high attention to detail and ability to meet regular deadlines in the processing of quarterly claims to DWP About Think FUTURES Think FUTURES is a programme part funded by European Social Fund with West Sussex County Council as the lead, working in partnership with Brighton and Hove City Council. Its aim is to help young people to get the advice and support they need by working with our Careers Advisers to gain access to meaningful employment, education, or training opportunities. The priority group in West Sussex is 16-18-year olds who are NEET (Not in Education, Employment or Training), or up to 25 for those who have an EHCP (Education, Health & Care plan).
Experience and Skills
Key Skills: Ability to write sound and robust reports based on evidence, which are both viable and practicable and meet the needs and requirements of the ESF Programme. Sound communication and interpersonal skills in order to interact effectively with the Partnership and create effective working relationships. Ability to undertake facilitation. Ability to research, analyse and interpret information and guidance to make effective and robust judgements and write reports. Ability to anticipate problems, plan solutions and make sound pragmatic problem-solving decisions which will have a significant impact for a unit or the organisation, particularly in relation to capacity, capability, flexibility, and engagement. Understanding of financial and budgetary information with ability to use Excel spreadsheets to interpret and manipulate data. Good general IT literacy, and ability to use various social media platforms to promote team activities. Qualifications and/or experience: Minimum of Diploma/A-level standard, or equivalent qualification or experience. Significant relevant theoretical or organisational knowledge, across West Sussex County Council and other District and Learning Provider partners, of systems, procedures and policies associated with providing a professional lead on complex issues which often have significant business or organisational implications. Previous experience of partnership working. Previous experience of a coordinator role, drawing together a range of activities. Understanding of benefits monitoring, risk management and mitigation. Knowledge of ESF frameworks – Desirable Experience of working in a local authority and some knowledge of the work relating to NEETs and Post-16s - Desirable
